ABSTRACT

 

Poor compliance to procurement regulations especially the public procurement preference and reservations policy in the Kenyan led the study to focus on establishing the determinants of effective implementation of public procurement preference and reservations policy in the public sector. The study specifically focused on procurement legislations, staff professionalism, and information communication technology (ICT) and external environment. The study adopted a descriptive survey design. The study targeted a population of 140 top management employees from the procurement, finance departments and the special group (Women, Youth and PWD) from the 20 National government ministries. A census approach was used. The study used SPSS version 21 to establish the descriptive and inferential results regarding the mean, frequencies, standard deviation, regression and correlation. The results were presented in form of charts, graphs and Table. The study concluded that procurement legislations positively and significantly influence effective implementation of public procurement preference and reservations policy in the national government ministries in Kenya. Moreover, the study concluded that staff professionalism positively and significantly influences effective implementation of public procurement preference and reservations policy in the national government ministries in Kenya. Further, the study concluded that ICT technology significantly and positively influences effective implementation of public procurement preference and reservations policy in the national government ministries in Kenya. The study recommends the National Government Ministries to ensure there are defined regulations on special group’s tender advertising and tendering process. The study recommends the national government ministries to ensure that their procurement personnel have the required ethical values to perform their duties.
