ABSTRACT


The study set to assess how the implementation of strategic plans affects the delivery of services Kenya with a case study of Kisii County Government. The study aimed to find out the influence of employees’ feedback, evaluate how financial allocation and to examine the extent to which top leadership support influences service delivery at Kisii County Government. The study was anchored on new public management and the competitive advantage theories and it adopted a research design which was descriptive in nature targeting all Kisii County Government employees. The population comprised of all 230 senior management staff at Kisii County Government. Sampling was done using purposive approach to identify 51 respondents. The study adopted a descriptive analysis to analyze collected data. Findings will be illustrated on figures, charts and tables. This research may be significant to the county governments, national government and stakeholders involved in the service delivery of County Governments in Kenya. The study established that employees’ feedback, financial allocation and top leadership support significantly influence service delivery at Kisii County Government. The study concludes that implementation of strategic plans is critical in driving delivery of services. The study recommends that strategists at Kisii County need to appreciate and respect the input of employees, especially those from lower cadres. Finance manager at Kisii County need to effectively control recurrent and development expenditure to optimize implementation of strategic planning. Section and departmental heads in Kisii County should be encouraged to embrace affiliative and autocratic leadership styles so as to enhance service delivery.
