ABSTRACT

Developing countries in one way or another have reformed their public procurement regulations. None the less, most developing countries are facing a problem of rapid changes in public procurement requirements. The changes are impacting pressure on how the procurement function performs its internal and external processes and procedures in order to achieve its objectives. The general objective of this study was to determine the determinants affecting public procurement performance in public institutions in Kenya with a focus on organizational budget, work environment, Quality management systems and organizational structure. The study adopted a descriptive study design. The study population included employees working at the procurement unit at the college. The study adopted a census method where all the 32 procurement staff at CUCK from senior management, middle level management and lower level management was included in the sample size. Data was collected using a questionnaire. Data collected was purely quantitative and it was analyzed by descriptive statistics. Data analysis was done with the assistance of the Statistical Package for Social Sciences (SPSS) Version 17. The findings were presented using tables and charts. The study found out that organizational budget, work environment, QMS and organizational structure are determinants that affect the performance of public procurement. The study recommended that there was need for the organization to set apart a budget that is specific to the procurement function.
