CITATION: Gichane, N.O & Njeru, A . Effects of unethical practices on procurement performance in public institutions: a case study of Kenyatta national hospital. International Journal of Human Resource and Procurement 4 (8), 19-60.

ABSTRACT

Unethical practices refers to the non-enforcement of law, lack of transparency and accountability, breakdown or erosion of values and norms, weak management systems, lack of professional integrity, greed and abuse of discretionary power (Mullins, 2008).

The purpose of the study was to investigate the effects of unethical practices on the procurement performance of public entities. The study assesses two theories Utilitarian ethical theory and Normative Ethical Theory which states that what is wrong in a person’s undertaking is what he or she can appropriately be held accountable for doing, and it warrants blame where there is no adequate and justified reason (Darwall, 2007).

The study focused on a target population of 87 staffs and relied on primary data. Random sampling was used to select 50% of employees from each stratum. Questionnaires were used as data collection instruments for the study. The data collected was analyzed using Microsoft Excel with descriptive statistics been used to summarize the data. The findings were presented in the form of frequency distribution tables and charts.

The study found out that corruption, informal payments and conflict of interest affects the procurement performance Kenyatta National Hospital and public entities in general.

The study recommends that Anti-corruption measures must be tailored to fit the particular context of a country’s health system.
